In accordance with paragraph 3 of the Decree of the Government of the Russian Federation of December 29, 2011 N 1198 "On the assignment, change and deprivation of class qualifications of military personnel" (Collected Legislation of the Russian Federation, 2012, N 1, Art. 208; N 12, Art. 1410, 2014; N 45, article 6218) I order:

Determine the attached procedure for testing military personnel serving in the Armed Forces of the Russian Federation for the assignment (confirmation) of class qualifications.

The procedure for conducting tests of military personnel serving in the Russian Armed Forces for the assignment (confirmation) of class qualifications has been determined.

In particular, tests are carried out during the inspection, final (control) check.

During the tests, the level of professional knowledge necessary for the performance of duties in military positions, as well as the professional skills of military personnel, is checked.

The theoretical part includes questions on the subjects of programs (courses) of combat, professional-official, official, command (special) training. In the practical - checking the skills and abilities in performing exercises, standards.

Commissions and subcommittees are formed to carry out activities. The order of their work is determined.

Class qualifications of military personnel are determined by the commission based on the results of passing tests: "master", "first class specialist", "second class specialist" and "third class specialist". A serviceman who has not passed the test for conferring a higher qualification, but who has fulfilled the necessary requirements for his qualifications, the latter is retained, and those who have not fulfilled it are reduced to the level of his training.

The decision on the assignment (confirmation), change of class qualification is made out by order of the commander (chief, head).

I. General provisions

1. This Procedure for testing military personnel serving in the Armed Forces of the Russian Federation for the assignment (confirmation) of a class qualification (hereinafter referred to as the Procedure) determines the testing of military personnel serving in the Armed Forces of the Russian Federation *, for the assignment (confirmation) of a class qualification qualifications (hereinafter referred to as tests) in accordance with the requirements of Decree of the Government of the Russian Federation of December 29, 2011 N 1198 (hereinafter referred to as the Decree).

2. Servicemen who fill the military positions of senior officers are assigned the class qualification "master" by order of the Minister of Defense of the Russian Federation without passing tests for the entire period of filling these military positions.

3. The decision on the assignment (confirmation) of a class qualification, indicating the date of assignment (confirmation) of the class qualification and the period for which the class qualification was assigned (confirmed), is drawn up by orders**:

commanders of military units, ships of the 1st and 2nd ranks and their equals - no higher than "specialist of the third class";

commanders of formations and their equals - no higher than "specialist of the second class";

commanders of operational and operational-tactical formations, heads of military educational institutions, heads (leaders) of organizations of the Armed Forces and their equals - no higher than "first-class specialist";

Deputy Ministers of Defense of the Russian Federation, commanders-in-chief of branches of the Armed Forces, commanders of troops of military districts, the Northern Fleet, branches of the Armed Forces, heads of central bodies of military administration - up to and including "master".

4. For testing, the (combat) training plans provide for the required number of training days.

II. Composition, tasks and powers of the testing commission

5. Orders of commanders (chiefs) form commissions (subcommissions) for testing (hereinafter referred to as commissions), which establish: the personal composition of the commission (subcommission), the chairman of the commission, the number of subcommissions (by the number of groups of military personnel, military positions, military registration specialties ) and chairmen of subcommittees for the academic year.

6. To conduct tests, the chairman of the commission (subcommittee) develops a plan (schedule) for testing, which is approved by the commander (chief) no later than two weeks before the start of the tests.

7. Immediate commanders (chiefs) draw up lists of military personnel submitted for testing for assignment (confirmation) of class qualifications (Appendix N 1 to this Procedure) (hereinafter - the lists).

8. Based on the results of checking the information indicated in the lists, the commander (chief) issues an order for the admission of military personnel to conduct tests, an extract from which, together with the lists, is sent no later than a month before the start of the tests to the appropriate commission (subcommittee).

9. The composition of the commission (subcommittee) includes officials in the relevant specialties, depending on the number of subjects submitted for testing.

Tests of commanders (chiefs) are carried out by a commission appointed by a higher commander (chief).

10. One of the deputy commanders (chief) who appointed the commission is appointed as the chairman of the commission.

11. The main tasks of the commission (subcommittee) are:

verification of the information specified in the lists;

organizing and conducting tests of military personnel and determining their compliance with the qualification requirements for professional knowledge and skills necessary for the performance of duties in military positions to be filled by senior, senior, junior officers, soldiers, sailors, sergeants and foremen in the Armed Forces * (hereinafter referred to as qualification requirements );

analysis of the state of work on the organization of testing of military personnel, the development of proposals for its improvement;

preparation of proposals for commanders (chiefs) for decision-making when considering appeals, complaints and proposals of military personnel based on the results of testing.

12. Based on the test results, the commission (subcommittee) petitions the commander (chief) who appointed the commission for the assignment (confirmation) of class qualifications of military personnel.

13. Within their powers:

a) chairman of the commission:

directs the activities of the commission headed by him and supervises the activities of the subcommittees;

organizes the development and approval by the commander (chief) who appointed the commission of a list of questions for tickets to verify the compliance of military personnel with qualification requirements;

organizes keeping records of documents and reconciles the data specified in the lists;

holds committee meetings;

prepares lists for submission to higher commanders (chiefs);

organizes the development of draft orders of the commander (chief) on the organization and conduct of tests;

organizes work on the preparation of a plan (schedule) for testing, controls its implementation;

organizes the testing in accordance with the requirements of this Procedure and manages them;

communicates test results to servicemen;

submits to the commander (chief) proposals for improving the work of training class specialists and conducting tests;

submits proposals to the commander (chief) for decision-making on appeals, complaints and proposals of military personnel on issues of assignment (confirmation) of class qualifications;

b) chairmen of subcommittees:

develop questions to check the compliance of military personnel with qualification requirements;

participate in the testing of military personnel in accordance with the requirements of this Procedure;

submit to the chairman of the commission an analysis of the state of work on testing military personnel;

c) members of the commission (subcommittee):

check the documents of military personnel submitted for testing, and monitor compliance with the requirements of this Procedure;

participate in the development of questions to verify the compliance of military personnel with qualification requirements;

participate in testing;

prepare reports and proposals based on test results and analyze the training of military personnel;

d) secretary of the commission (subcommittee):

takes into account and prepares for consideration the documents received by the commission (subcommittee);

draws up the minutes of the meetings of the commission (subcommittee) for the consideration of the submitted candidates for the assignment (confirmation) of class qualifications;

based on the decision of the commission (subcommittee), prepares lists of military personnel admitted to testing;

develops draft orders of the commander (chief) on the organization and conduct of tests;

communicates to the military personnel the decision of the commander (chief) who appointed the commission (subcommittee) on their admission to testing;

maintains a record of the results of passing tests for the assignment (confirmation) of class qualifications (hereinafter referred to as the record) according to the recommended sample (Appendix N 2 to this Procedure);

draws up an act of test results for the assignment (confirmation) of class qualifications to military personnel (hereinafter referred to as the act) according to the recommended model (Appendix N 3 to this Procedure).

III. Test procedure

14. Class qualification is an indicator that characterizes the professional level of a serviceman in accordance with the military position being occupied (the existing specialty), and is assigned based on the results of tests.

15. During the tests, the professional level of a serviceman is checked in accordance with the military position being occupied (the existing specialty) and the compliance of servicemen with qualification requirements.

16. When conducting tests, the level of professional knowledge (hereinafter referred to as the theoretical part) necessary for the performance of duties in military positions, and professional skills (hereinafter referred to as the practical part) of military personnel in accordance with the position being occupied (the existing specialty) are checked.

The theoretical part includes questions on the subjects of programs (courses) of combat, professional-official, official, command (special) training.

The practical part of the test includes testing the practical skills and abilities of a serviceman in performing exercises and standards.

17. Tests are carried out during the inspection, final (control) check.

18. The theoretical part of the test includes checking the knowledge of military personnel on tickets consisting of 5 questions.

The final assessment of theoretical knowledge when answering is set:

"excellent" if all questions are answered correctly;

"good" if four or three questions are answered correctly;

"satisfactory" if the two issues are resolved correctly;

"unsatisfactory" if one issue is resolved correctly or all issues are resolved incorrectly.

19. The practical part includes the issues of checking the skills of a soldier in preparing weapons, military and special equipment for use, maintaining and managing them, troubleshooting, meeting established standards, checking the level of physical fitness, performing exercises in firing from standard and service weapons, included situational tasks on issues of moral and psychological support and work with personnel in various conditions of the situation. For officers, questions are additionally included on conducting operational-tactical (tactical) calculations, managing military units and subunits in battle.

The practical part of the test is carried out on the appropriate educational and material base.

20. If the subject being submitted for testing does not provide for testing practical skills and abilities, then the grade for the serviceman is set based on the results of testing theoretical knowledge.

21. The class qualification of military personnel is determined by the commission based on the results of passing tests:

"master", if the commander (chief) gave the mark "meets the qualification requirements", if there are marks for all subjects submitted for testing "excellent", and for physical fitness * - not lower than "good";

* Physical fitness grades received by military personnel at quarterly and final checks are taken into account, in accordance with the order of the Minister of Defense of the Russian Federation of April 21, 2009 N 200 "On Approval of the Manual on Physical Training in the Armed Forces of the Russian Federation" (registered with the Ministry of Justice of the Russian Federation June 30, 2009, registration N 14175).


"specialist of the first class", if the commander (chief) gave the mark "meets the qualification requirements", if there are at least 70% of the marks "excellent" in the subjects submitted for testing, and in other subjects and in physical training - not lower than "good";

"specialist of the second class", if the commander (chief) gave the mark "meets the qualification requirements", if there are marks for all subjects submitted for testing and for physical training not lower than "good";

"specialist of the third class", if the commander (chief) gave the mark "meets the qualification requirements", if there are at least 70% of the marks "good" in the subjects submitted for testing, and in other subjects and in physical training - not lower than "satisfactory".

For a serviceman who has not passed the test for conferring a higher class qualification, but who has fulfilled the necessary requirements for his class qualification, the existing class qualification is retained, and the one who has not completed it is reduced to a level corresponding to the actual level of his training.

22. The test results of each serviceman are reflected in the act and submitted for approval to the commander (chief). A statement is attached to the act, which is signed by the chairman of the commission.

23. The decision to assign (confirm), change the class qualification is made out by order of the commander (chief, leader) indicating the date of assignment (confirmation), change in class qualification and the period for which the class qualification was assigned (confirmed), changed. The order is issued on the basis of the test results and the conclusion of the commission with a statement attached to it. Extracts from this order and the statement are sent to the relevant central bodies of military administration, associations, formations, military units, military educational institutions.
