Educational programs for foreign citizens at the Tyumen State Oil and Gas University

Tyumen State Oil and Gas University maintains partnerships and implements joint educational programs with foreign universities in Germany, France, Spain, Great Britain, the USA, China and Mongolia, as well as with many neighboring countries - Ukraine, Belarus, Kazakhstan, Turkmenistan, Uzbekistan, Azerbaijan, etc. .

The development of the export of educational services is one of the priority areas of the international activities of the university and is based on the "Concept of state policy in the field of training national personnel for foreign countries in Russian educational institutions" (ORDER of the Government of the Russian Federation of November 1, 2002), approved by the President of the Russian Federation.

For these purposes, Tsogu has developed and is successfully implementing a long-term target program "Development of the export of educational services", for which the necessary extrabudgetary funding has been allocated, in 2007 a new division was created - the Institute of International Educational Programs, which implements various programs of international cooperation of the university in the field of education and supervises the stay of foreign students.

Recruitment of foreign citizens to study at Tsogu is carried out in several ways:

1) According to the quotas of the Federal Agency for Education, annually provided by Tsogu (including students and graduate students);

2) As part of the work of the representative office (until 2009 - a branch) of Tsogu in Pavlodar (Kazakhstan);

Pre-university training of foreign students includes an intensive course of the Russian language, as well as the main disciplines, knowledge of which is necessary in a technical university - mathematics, physics, chemistry, drawing, etc.

The university has a unique international program "Volunteers of Siberia". Teachers from English-speaking countries - England, USA, Australia, Canada, come for 2-6 months to study the Russian language. At the same time, volunteers, as native speakers, conduct English classes for students, creating a language environment.

Education of foreign citizens is accompanied by a number of problems: a strict registration and visa regime, adaptation to another culture, a language barrier, often an insufficient level of initial training, security, etc. The most significant problems include the following:

Complicated visa regime.

Today, in order to obtain a student visa, a foreign citizen needs to conclude an agreement with a university, wait for an invitation from the Federal Migration Service, and apply for an entry visa at the nearest Russian embassy or consulate in their country. In terms of time, this process takes 2-3 months, and often regardless of whether a person is going to Russia for the first time or is already a student of a Russian university and is forced to undergo this procedure annually.

In addition, within 3 months from the date of arrival, a foreign citizen must obtain a student visa, which is valid for up to 1 year.

To remove these barriers, it is necessary to simplify the procedure for re-obtaining or extending a visa for foreign citizens who come to Russia to study. Study visas are issued free of charge or at a reduced rate.

Difficult registration process.

Foreign students today, by their rights, are equated with "guest workers" who come to our country to work. We believe this attitude is fundamentally wrong and hinders the development of the export of Russian educational services, since these people, on the contrary, bring their money into our country, paying for their education and accommodation. The slightest violation of such a strict registration regime entails huge (up to 400 thousand rubles) fines to the host party, i.e. the university.

There are problems with the organization of field practice for foreign students, for example, a 2-week geological practice in the Ural mountains, where it is not possible to register a foreign citizen, as required by the FMS rules.

For the successful development of education exports in our country, it is necessary to revise the rules of the registration regime for foreign citizens studying in Russia, introduce preferential rates for registration and its renewal for foreign students.

Lack of places in hostels.

Today almost 7500 out-of-town students apply for 2800 places in the dormitories of Tsogu. Living conditions in hostels vary greatly. Many hostels are in need of major renovations. The allocation of targeted funds for the construction of an interuniversity hostel for foreign students could help in solving these problems.

Small scholarship.

The amount of scholarships for foreign citizens sent to Tsogu for training through the Federal Agency for Education at the expense of the budget of the Russian Federation is much less than the subsistence level. In order to stimulate this category of foreign students, it is necessary to develop a grant support program and increase the corresponding scholarship fund.

The problems outlined above are undoubtedly barriers to the development of the export of educational services and the attraction of foreign citizens to study in Russia. We have some experience in overcoming these problems, but some of them cannot be solved without the participation of the state.
