In accordance with the Decree of the President of the Russian Federation of May 18, 2009 N 559 "On the submission by citizens applying for positions in the federal civil service, and federal civil servants of information on income, property and obligations of a property nature" (Collected Legislation of the Russian Federation, 2009, No. 21, article 2544; 2010, No. 3, article 274)

I order:

1. Approve the attached Procedure for the submission by citizens applying for positions in the federal state civil service in the Ministry of Defense of the Russian Federation, and by federal state civil servants, information on income, property and obligations of a property nature.

2. The Deputy Ministers of Defense of the Russian Federation, the Head of the Office of the Minister of Defense of the Russian Federation, the Commanders-in-Chief of the branches of the Armed Forces of the Russian Federation, the commanders of the branches of the Armed Forces of the Russian Federation, the heads of the central bodies of military administration, organize familiarization of federal state civil servants replacing the positions of the federal state civil service in the Ministry Defense of the Russian Federation, with this order and ensure the implementation of its requirements.

1. Citizens and federal state civil servants (hereinafter referred to as civil servants) applying for positions in the federal state civil service in the Ministry of Defense of the Russian Federation, provided for in Section I of the List of positions of the federal state service, upon appointment to which citizens and upon the replacement of which federal state employees are required to provide information about their income, property and property obligations, as well as information about income, property and property obligations of their spouse (spouse) and minor children, approved by Decree of the President of the Russian Federation of May 18, 2009 N 557 "On approval of the List of positions of the federal civil service, upon appointment to which citizens and upon the replacement of which federal civil servants are required to provide information on their income, property and obligations of a property nature, as well as information on income, property and property obligations of their spouse (spouse) and minor children "(Collected Legislation of the Russian Federation, 2009, N 21, Article 2542) and the List of positions of the federal state civil service in the Ministry of Defense of the Russian Federation, with appointment to which citizens and upon the replacement of which federal civil servants are required to provide information about their income, property and property obligations, as well as information about the income, property and property obligations of their spouse (spouse) and minor children, approved by the Minister of Defense Russian Federation (hereinafter referred to as civil service positions) are:

information about their income received from all sources (including income from the previous place of work or place of replacement of an elective position, pensions, benefits, other payments) for the calendar year preceding the year of submission of documents for filling a position in the civil service, as well as information about property owned them on the right of ownership, and on their obligations of a property nature as of the first day of the month preceding the month of submission of documents for filling a civil service position (as of the reporting date);

information about the income of the spouse (spouse) and minor children received from all sources (including wages, pensions, allowances, other payments) for the calendar year preceding the year of submission of documents to fill the position of the civil service, as well as information about the property owned by them for the right of ownership, and on their obligations of a property nature as of the first day of the month preceding the month of submission of documents for filling a civil service position (as of the reporting date).

2. Civil servants replacing civil service positions, annually, no later than April 30 of the year following the reporting year, submit:

information about their income received during the reporting period (from January 1 to December 31) from all sources (including financial allowances, pensions, benefits, other payments), as well as information about the property they own by right of ownership, and about their property obligations nature as of the end of the reporting period;

information about the income of the spouse (spouse) and minor children received during the reporting period (from January 1 to December 31) from all sources (including wages, pensions, benefits, other payments), as well as information about the property owned by them by right of ownership , and on their property obligations as of the end of the reporting period.

3. Information on income, property and liabilities of a property nature, specified in paragraphs 1 and 2 of this Procedure, by citizens, civil servants applying for positions in the civil service, and civil servants replacing positions in the civil service, are submitted to the Main Directorate of Personnel of the Ministry of Defense Russian Federation in accordance with this Procedure and in accordance with the forms of certificates approved by Decree of the President of the Russian Federation of May 18, 2009 N 559.

4. If a citizen or a civil servant finds that the certificates submitted by them do not reflect or not fully reflect any information or there are errors, he has the right to provide updated information in accordance with this Procedure.

5. Information on income, property and liabilities of a property nature, submitted by a citizen to the Main Directorate of Personnel of the Ministry of Defense of the Russian Federation in accordance with paragraph 1 of this Procedure, if he is not appointed to a civil service position, can not be used in the future and are subject to destruction.

1. In the Order:

a) in the preamble the words "military educational institutions of the branches of the Armed Forces" shall be replaced by the words "military educational institutions of higher professional education of the Ministry of Defense";

b) the first paragraph of paragraph 1 shall be stated as follows:

"1. Establish a monthly allowance for the importance of the tasks performed in training students to fill military positions to be recruited by officers with the highest military operational-strategic (operational-tactical) training, servicemen who fill military positions of leadership and teaching staff, named in Appendix N 1 to this Order, at the Combined Arms Academy of the Armed Forces of the Russian Federation, at the Air Force Academy and at the Naval Academy - from January 1, 2003, at the Military Academy of the General Staff of the Armed Forces of the Russian Federation - from August 1, 2008 in the following sizes:".

2. In the List of military positions of management and teaching staff, upon replacement of which a monthly allowance is paid for the importance of the tasks performed in training students for filling military positions to be recruited by officers with higher military operational and tactical training (Appendix No. 1 to the Order):

a) in the heading the words "operational-tactical" shall be replaced by the words "operational-strategic (operational-tactical)";

b) Section 1 after the sixth paragraph shall be supplemented with the following paragraph:

"Head of the educational and methodological center.".

3. In the Instruction on the procedure for paying a monthly allowance for the importance of the tasks performed to train students to fill military positions to be recruited by officers with higher military operational and tactical training (Appendix No. 2 to the Order):

a) in the heading and paragraph 1 the words "operational-tactical" shall be replaced by the words "operational-strategic (operational-tactical)";

b) Item 1 after the words "of the teaching staff" shall be supplemented with the words "at the Military Academy of the General Staff of the Armed Forces of the Russian Federation,".

In order to implement social guarantees for military personnel undergoing military service under a contract, upon dismissal from military service

I order:

1. Approve from January 1, 2017 the attached * List of military educational organizations of higher education of the Ministry of Defense of the Russian Federation, carrying out professional retraining of military personnel in one of the civilian specialties.

2. The Main Organizational and Mobilization Directorate of the General Staff of the Armed Forces of the Russian Federation to establish the staffing of the variable and permanent composition of existing and newly created structural units of additional professional education in the developed (processed) projects of the states of military educational organizations of higher education of the Ministry of Defense of the Russian Federation, providing professional retraining of military personnel in one of the civilian specialties.

3. The heads of military educational organizations of higher education of the Ministry of Defense of the Russian Federation annually before March 1 send proposals to the Main Directorate of Personnel of the Ministry of Defense of the Russian Federation to improve the network and capacity of professional retraining groups for military personnel in one of the civilian specialties.

4. Recognize as invalid from January 1, 2017 the order of the Minister of Defense of the Russian Federation of September 7, 2015 N 505 "On military educational organizations of higher education of the Ministry of Defense of the Russian Federation, carrying out professional retraining of military personnel in one of the civilian specialties."
