DUTIES OF CITIZENS ON MILITARY REGISTRATION,
MOBILIZATION PREPARATION AND MOBILIZATION

I. Obligations of citizens for military registration

1. Citizens subject to military registration are obliged:
be registered in the military at the place of residence in the military commissariat, and in the locality where there are no military commissariats - in local governments. Citizens who have the military ranks of officers and who are in the reserve of the Foreign Intelligence Service of the Russian Federation and the bodies of the Federal Security Service of the Russian Federation are on military registration in these bodies;
appear at the appointed time and place on a call (summon) to the military commissariat or other body that carries out military registration at the place of residence or temporary stay, having a military ID (temporary certificate issued instead of a military ID) or a certificate of a citizen subject to military conscription service, as well as a passport of a citizen of the Russian Federation. A citizen who has a driver's license for the right to drive a vehicle must have it with him;
upon dismissal from military service to the reserve of the Armed Forces of the Russian Federation, appear within 2 weeks from the date of their exclusion from the lists of personnel of the military unit to the military commissariat or other body that carries out military registration at the place of residence, for military registration;
report within 2 weeks to the military commissariat or other body that carries out military registration at the place of residence, about a change in marital status, education, place of work or position, place of residence within the district, city without district division or other municipality;
deregister from military registration when moving to a new place of residence or place of temporary residence (for a period of more than 3 months), as well as when leaving the Russian Federation for a period of more than 6 months and register for military registration within 2 weeks upon arrival at a new place of residence , place of temporary stay or return to the Russian Federation;
carefully store a military ID (temporary certificate issued in exchange for a military ID), as well as a certificate of a citizen subject to conscription for military service; in case of loss of these documents, within 2 weeks, contact the military commissariat or other body that carries out military registration at the place of residence to resolve the issue of obtaining documents to replace the lost ones.
2. Citizens subject to conscription for military service and leaving during the period of conscription for a period of more than 3 months from their place of residence must personally inform the body that carries out military registration at the place of residence.
3. Citizens who have received mobilization orders or summonses from the military commissariat are obliged to comply with the requirements set forth in them.
4. Citizens (except for citizens subject to conscription for military service and reserve officers) for military registration and removal from military registration, hand over a military ID (a temporary certificate issued instead of a military ID) to the official responsible for the registration of citizens at the military commissariat . In settlements where there are no military commissariats, citizens arrive at the local self-government body for military registration or removal from military registration.
5. Citizens subject to conscription for military service, for military registration and removal from military registration, and reserve officers are required to personally appear at the military commissariats.
Removal from the military register of citizens subject to conscription for military service is carried out upon their written statements indicating the reason for the removal and the new place of residence or place of temporary stay.
6. In the passport of a citizen of the Russian Federation, the military commissariat makes a note about the citizen's attitude to military duty.

What prevents you from going and putting a mark in your passport?

The stamp "listed for military service" in the passport is a special seal in the identity card, which indicates that the citizen is on the mobilization register. In relation to such a person, there are a number of requirements, one of which says: all persons who register or remove from military registration (except for conscripts and military reserves) are required to hand over to the responsible authorities and the passport of the Russian Federation for making the necessary notes. You can put a stamp on not only in the department of the commissariat, but also in self-government bodies.

What does the military duty stamp in the passport mean?

A mark in the passport of a citizen about military duty is placed if he reaches the age of majority and means suitability for military service. This is done in local government bodies or in the military registration and enlistment office in accordance with paragraph 5 of the Regulation "On the passport of a citizen" No. 828, approved by the Government on July 8, 1998. The same Decree in paragraph 10 explains the procedure for replacing and issuing documents that are required to be produced by the Department of Internal Affairs.

The presence of the stamp "enlisted for military service" in the passport is mandatory for all citizens fit for service, as well as for the military in the reserve, regardless of gender. The stamp "enlisted for military service" can be requested:

  • when applying for a job;
  • upon admission to full-time and part-time departments of higher educational institutions;
  • when checking documents;
  • when crossing the border;
  • when passing a medical commission for professional suitability.

If one or another department detects the absence of the stamp “conscripted for military service” in the passport, it is possible to inform the military registration and enlistment office about the absence of a mark on military duty.

The stamp is put in the passport again when replacing the document in the passport office, if such a mark was in an outdated, lost or damaged document. However, FMS employees must make a request to the military registration and enlistment office to confirm the accuracy of the data.

Who and where puts the stamp on military registration

“Instruction on the procedure for issuing, replacing, recording and storing passports of a citizen of the Russian Federation” No. 605, approved by Order of the Ministry of Internal Affairs on September 15, 1997, determines the external parameters of a special military stamp.

All marks relating to mobilization duties and military service are affixed to the 13th page of the Russian-style passport. Relative to the page itself, the stamp "enlisted for military service" is located in the upper part in the center.

The mark is made only when all necessary documents are provided. There are different formulations for men and women. "Responsible for military service" for males, and "Responsible for military service" for girls and women. In the main documents issued earlier: the passport of a citizen of the Russian Federation, a foreign passport, information about the mobilization duty is placed by computer. Such a mark will be 2 cm longer (7 cm instead of 5 cm), but the contents of the stamp will not change.

If at employment there are no documents on military registration

If a citizen is officially employed, but the passport does not contain the stamp "enlisted for military service", then the employer's procedure is regulated by paragraphs 12 and 13 of Regulation No. 719 of November 27, 2006. The regulation clarifies the duties of the military registration and enlistment office staff responsible for military registration, as well as persons controlling military registration directly in the organization. The following actions are provided for responsible specialists:

  1. Require and verify the authenticity of documents of mobilization registration, including the presence of the stamp "enlisted for military service" in the passport. It is also necessary to make a corresponding request to the military registration and enlistment office at the place of residence of the applicant for the position to check his status and.
  2. Keep a timely record of military service employees, create personal information cards and enter credentials there.
  3. Inform employees of the need to fulfill their mobilization duties.

At the level of the legislation of the Russian Federation, the applicant’s absence of the mark “enabled for military service” in the passport and the necessary set of documents is not a reason for refusing to work. However, the actions of the employer itself can be qualified as a direct violation of the provisions on military registration (clause 3, article 21.4 of the Code of Administrative Offenses of the Russian Federation) and labor legislation (article 5.27 of the Code of Administrative Offenses of the Russian Federation).

To avoid administrative responsibility, the employer is obliged to notify the military enlistment office of the absence of special documents and a stamp in the passport. This is exactly what Article 21.1 of the Administrative Code of the Russian Federation recommends doing.

Form T-2 on military registration

Form T-2 is a card containing all personal data and information about the primary military registration of an employee who has retired from the organization. The T-2 form includes 11 sections, which are filled out when applying for a job and as the military service is performed and when applying for dismissal. It is the 1st, 2nd, 3rd and 9th sections that are filled out during employment. All sections can be completed both by printing and in writing. The basis should be the documents received from the applicant during employment, as well as certificates and reports generated in the course of the citizen's labor activity.

Who are the conscripts? These are people who are somehow connected with military service. This is the first definition that comes to mind. Actually this is not true. Further, everything about the military duty of the population of the Russian Federation will be told. What do all citizens need to know about it? Until what age is a citizen considered liable for military service? When can he not be afraid of service? What categories of suitability exist in Russia? By answering all these questions, everyone can sleep peacefully.

Military service is...

Conscripts - who are they? This term can be divided into 2 parts - "war" and "duty". Any state is created to protect the population. But the citizens themselves must also be responsible for the security of the country.

In Russia, those liable for military service are people who will serve, are serving or have served in the army or military units. It also includes people who have been transferred to the reserve.

Conscription is commonly understood as fixed-term/contract service in the army. But after this action, the status of a person liable for military service is not removed from the citizen. You can get rid of it either by reaching a specific age, or by assigning the category of fitness for the service "Not fit".

List of conscripts

Conscripts - who are they? Most often, men are included in this category of citizens. They must be required to serve in the military. Women are not subject to compulsory conscription. They can become liable for military service only under certain circumstances and at their own request.

Among those liable for military service in the reserve today in Russia stand out:

  • people on leave;
  • who did not serve in the armed forces of the country;
  • citizens who have received the rank of officers;
  • people who graduated from educational institutions (most often universities) of a military orientation;
  • men who received deferrals from military service;
  • all exempted from conscription into the armed forces;
  • girls with military specialties.

In general terms, those liable for military service are described as follows - men who have reached a certain age, who are registered with the military and the so-called "reserves" (guys transferred to the reserve).

Military age

The conscripts are predominantly men. When can a citizen be drafted into the army? And up to what age can you be afraid of it? These are the questions that interest many young people in Russia.

The draft age is the period from 18 to 27 years. All young men who have reached the age of majority are called up for military service. At the same time, the first military training and registration in the military enlistment office begins at the age of 16-17 (10th grade at school).

The following are exempted from conscription for urgent service / receive a deferment:

  • scientists;
  • people receiving higher education;
  • citizens studying in educational institutions with military departments;
  • civil servants.

Also, the following are not eligible:

  • criminals;
  • people raising minors on their own;
  • caring for a seriously ill relative;
  • citizens with a criminal record or debts.

Of course, only healthy young people are drafted into the army. It is possible to be released from service, but not from military duty, for health reasons. But more on that later.

Age limit (men)

What can be the age of a person liable for military service in Russia? To date, there is no clear answer. Much depends on the position of the citizen. Someone is exempted from military duties and the likelihood of being drafted during hostilities earlier, someone later.

Up to what age will a person liable for military service be considered as such? You need to focus on the following indicators:

  • ranks up to senior warrant officer - 50 years;
  • lieutenants and captains - 55 years;
  • ranks from majors to lieutenant colonels - 60 years;
  • major generals and up to generals - 65 years.

These changes took place in Russia in 2016. Until that moment, the maximum age for military service was 60 years. These guidelines are relevant only for men. With women, conscription imposes other restrictions.

Conscription for women

Women in Russia liable for military service are quite a rarity. By law, girls are not subject to compulsory conscription into the armed forces of the country. Only in the cases listed above will a woman be liable for military service.

Until what age can a girl worry about being called up for war or mobilization? Currently, the following restrictions apply in Russia:

  • generally accepted cases - 45 years;
  • the presence of an officer rank - 50 years.

All persons liable for military service are transferred to the reserve and retired, and after reaching the specified ages, they are removed from military registration.

Responsibilities in reserve

Those liable for military service are people who not only serve, but are also in reserve. These people have certain responsibilities.

Once every 3 years, military service meetings are held. They are aimed at training the military and improving their skills. The duration of the fees cannot exceed 2 months. Some categories of those liable for military service are exempted from such "meetings".

For example, these include:

  • large families (3 or more children);
  • university students;
  • civil servants.

After passing the training camp, you can pass tests and get another military rank. Such an operation is allowed only 2 times during the entire stay in the reserve.

Also, those liable for military service must register with the military. It is necessary to apply to the military commissariat for staging as dismissed no later than 2 weeks from the date of dismissal. If a citizen moves or changes his residence permit, you will need to inform the state about this and register with the new commissariat.

Those liable for military service are often conscripts. All citizens with military duty must come to the military registration and enlistment office on the received summons. In addition, a citizen is required to undergo a medical examination in the direction of the military commissariat. This is necessary to determine the serviceability category.

Categories of validity

The age of a person liable for military service in Russia varies. Also, when conscripted into the army, a citizen is assigned a category of fitness. It depends on it in which troops he can serve.

  1. "A" - ideal health, can serve in any troops.
  2. "B" - fit for military service, but with minor restrictions. For example, you can serve on submarines and in tank troops.
  3. "B" - limited serviceability. The citizen will be released from conscription and transferred to the reserve. During the war, it is used to equip units of the 2nd stage.
  4. "G" - temporarily unusable. Such a conscript receives a temporary deferment. The cause may be a disease or illness that can be cured.
  5. "D" - complete unfitness for service. This category is completely exempt from both conscription and military duty. A citizen will be issued a military ID, which will indicate his unfitness to participate in the war. An appropriate stamp is affixed to a person's passport.

There are no more categories of suitability in Russia. The "Reserved" stamp opens the door to public service and dedication to the armed forces. Citizens with a fitness category "D" may have problems in finding employment. Such people are not eligible to work as civil servants or military personnel.

Service life extension

Recent innovations in the military sphere not only set new terms for the duration of military duty, but also allowed some categories of employees to extend their time in the armed forces.

So, people with the highest administrative ranks (generals, fleet admirals, and so on) can extend their service in the army for another 5 years. This opportunity is realized at the personal request of a person liable for military service. Ordinary military personnel are not entitled to such a privilege.

Results

Military service up to what age? It is generally accepted that in Russia, on average, they are removed from military registration at the age of 50-65. After that, a citizen can go on a well-deserved rest and not be afraid of being drafted into the army in a military situation in the country. If a person worked as a military man, he will be assigned an appropriate pension (with supplements).

Men liable for military service are the people who are most often found in real life. Some try to shirk their responsibilities. For example, from military service. This action is the reason for initiating a criminal case. But evasion of military training is punishable by a small administrative fine and nothing more.

Problem

Hello.

It is necessary to understand the situation: he withdrew from the university on the motive: "travel abroad for a period of more than 6 months." Now I am 20 years old, I need to change my internal passport. I plan to go to Russia in the summer and change my internal passport during this time. The passport is stamped: "conscripted for military service." I am on an incomplete consular register, as I have a residence permit in Russia. I know that upon arrival in Russia, within a 2-week period, I must get to the VU at the place of stay or at the place of registration, but a passport for registration is made in a maximum of 10 days, i.e. less than 14 days, which means that I am not obliged to get up at the VU to obtain an internal passport by registration, but they must put some kind of stamp in the FMS in the new passport, as in the old one: "enlisted for military service" and my status in the military registration and enlistment office will probably be checked, what they will answer, etc.

Can I be forced to stand on a VU in order to obtain an internal passport? What will the procedure for submitting documents and issuing an internal passport look like in my situation?

Decision

Hello, In accordance with the Regulations on the passport of a citizen of the Russian Federation (approved by the Decree of the Government of the Russian Federation of July 8, 1997 N 828), a MARK ON THE ATTITUDE TO MILITARY DUTY of citizens who have reached the age of 18 is made in the passport - by the relevant military commissariats and territorial bodies of the Federal Migration Service (clause 5). In accordance with the Administrative Regulations (approved by the Order of the FMS of Russia dated November 30, 2012 N 391), in order to replace your passport, you must provide MILITARY REGISTRATION DOCUMENTS (if there is a corresponding reason). A military ID is a military registration document. Information about the attitude towards military service is indicated in section three of the military ID (subject to conscription or not), and information on admission and deregistration in section nine (the name of the military commissariat is indicated). The MARK in the passport is affixed in the form of a stamp, the sample is as follows: “Conscripted (th) Signature _____ date “___” ________ 20___”. That is, information about registration in a particular commissariat is not required to determine the attitude to military duty.

Decision

Hello,

Since your arrival in the Russian Federation will be temporary, then you do not have to register for military registration.

Article 22 of the Federal Law "On military duty and military service" dated March 28, 1998 N 53-FZ establishes that:
1. Subject to conscription for military service:
a) male citizens aged 18 to 27 years who are registered with the military or not, but are obliged to be registered with the military and are not in the reserve (hereinafter referred to as citizens who are not in the reserve);
2. Citizens who, in accordance with this Federal Law, are exempted from the performance of military duty, conscription for military service, citizens who have been granted a deferment from conscription for military service, as well as citizens who are not subject to conscription for military service, are not called up for military service.

According to paragraph 1 of Art. 8 of this Federal Law, citizens are required to be registered with the military, with the exception of citizens:

….permanently residing outside the Russian Federation.

as for the interaction between the Federal Migration Service and military registration and enlistment offices, this issue is regulated

Hello. I have been working full-time since 2003.

At work, we have our own military registration desk, which every 2 years verified military registration documents (military ID, higher education diploma, passport, etc.). In 2008, I changed my personal passport due to the loss, but the military registration desk, when once again checking all my documents, did not say anything about the fact that in the event of a passport change, it must be registered with the military registration and enlistment office.

I didn't know about it either. During the next check of documents in 2019, our military registration desk issued me an order that I did not have the seal of the military registration and enlistment office in my passport stating that I was liable for military service. They asked me to go to the military registration and enlistment office, to report that my passport had been changed and to put the stamp of the military registration and enlistment office in it.

Is it possible to refuse to conclude an employment contract if a candidate liable for military service does not present a military ID?

While hiring citizens, personnel officers and employees responsible for military registration in an organization often face a situation where the accepted citizens do not have military registration documents.

  1. military ID;
  2. a temporary certificate issued in exchange for a military ID;
  3. certificate of a citizen subject to conscription for military service.

However, the absence of such documents from a job candidate is not yet a cause for concern.

Citizens of the last category are put on military records at their place of residence, including in the organization of alternative civilian service, from December 12, 2011 in accordance with the amendments made to Federal Laws of March 28, 1998 No. 53-F3 “On Military Duty and military service” (hereinafter referred to as the Law on Military Duty) and No. 113-Ф3 dated July 25, 2002 “On Alternative Civil Service”.

When hiring citizens of military age, you need to know that not all of them are required to be registered with the military.

I provided all the necessary documents in including ATTRIBUTION CERTIFICATE (For health reasons, I am subject to conscription. Then I was asked for a certificate of family composition and, among other things, the employer I am required to have a MARK FROM THE MILITARY COMMITMENT OFFICE (which I don’t have) in my passport. There is no desire to go to the military registration and enlistment office to set this mark. And why, in fact, if I gave the employer an ATTRIBUTION CERTIFICATE?

The specified stamp means that it is entrusted with duties related to the implementation of military registration, military service, etc.

By virtue of Art. 1 FZ "On military duty and military service"

1. Conscription of citizens of the Russian Federation (hereinafter referred to as citizens) provides for:

Have a question for a lawyer?

Olga, all men are considered liable for military service, depending on their military ranks and state of health, until they reach the age of 35 to 70 years. This is determined in the military registration and enlistment office.

There will be no problems in obtaining a foreign passport if he did not evade military duty.

Just because he didn't get summons doesn't mean he wasn't called. Upon reaching the age of 18, he should already be drafted into the army, and before that, from the age of 17, he should be registered with the military enlistment office. Male citizens are required to be on such a register, unless they are released from military duty in the prescribed manner.

Stamp in the passport "conscripted"

Signatures of officials must be legible and include the following details: the name of the military position (positions), military rank, the initial of the name and surname of the official.

EXAMPLE A “conscript” certificate has a cover with the coat of arms of the Russian Federation and the inscription “Russian Federation.

Certificate of a citizen subject to conscription for military service.

How should the military registration and enlistment office be notified about military service employees?

Who is subject to military registration? Three groups of employees are subject to military registration in organizations:

  • male citizens aged 18 to 27 who are required to be registered with the military and who are not in the reserve (“conscripts”);
  • citizens who are in reserve ("conscripts");
  • citizens undergoing alternative civilian service.

Military duty stamp in passport

And it is right! Especially for you and everyone who is aware of the importance of this function for the state and responsibly treats the assigned duty, we will tell you how to properly keep a military record of an employee when hiring. The work of a military registration specialist in any organization can be conditionally divided into three components: military registration of newly hired employees (who have concluded an employment contract); keeping the military records up to date at the established and required level; removal of an employee from military registration upon termination of employment.

Answering your question, we will consider only the first, but the most difficult part of the work of a specialist - the registration of an accepted employee for military registration.

Lack of military registration documents when applying for a job

Good afternoon. In 2008, I changed my personal passport due to loss, but the military registration desk, when I once again checked all my documents, did not say anything about the need to register it at the military registration and enlistment office in case of a passport change.

Anatoly Ivanovich, you do not need to register with the military commissariat. You shouldn't even report only on receipt of a new passport.

And a stamp at that time (in 2008) could have been delivered to you at the place where you received your passport

This directly follows from the Order of the Ministry of Internal Affairs of the Russian Federation of December 28, 2006 N 1105

"On approval of the Administrative Regulations of the Federal Migration Service for the provision of public services for the issuance, replacement and performance of the state function of registering passports of a citizen of the Russian Federation, proving the identity of a citizen of the Russian Federation on the territory of the Russian Federation" (which was just in force at the time you received a new passport)

43. The following marks and entries shall be made in the passport: 43.2. A mark on the attitude to military duty is made by affixing a stamp on the attitude to military duty in the form N 10P (Appendix N 10) or by making a stamp in the form N 11P (Appendix N 11) with filling it out using a special printer.

At the same time, the military registration desk could provide this kind of information for you.

This, for example, follows from Decree of the Government of the Russian Federation of November 27, 2006 N 719 "On approval of the Regulations on military registration"

In continuation of the question, if the son personally submits documents for a passport now, during the call, will the FMS require a certificate f32 from him? And if he comes, will he be called? And if he submits after December 31 until April 1, then after a month's period for issuing a passport, he will be able to register, provide a certificate from the military registration and enlistment office, receive a passport, and then freely travel abroad? Correctly? Thank you, Olga

Clarification of the client

And one more addition. You say that there will be no problems with obtaining a passport if he did not evade.

How to know about it? He does not reside at the place of registration. And no employees from the military commissariat came to the places of registration where my father lives.

To become a military registration, you must contact the military registration and enlistment office.

Upon receipt of a foreign passport, the military registration and enlistment office can inform the UVM (there is no UFMS now) that a person is evading military registration (this is in theory). In practice, when the son comes to the military registration and enlistment office for the F32 certificate, he will immediately be given a summons to undergo a medical examination and military registration.

Clarification of the client

Thanks Andrey. And another question. If he comes to the military registration and enlistment office on January 1, passes a medical examination, he will be recognized as fit, but they will be able to call him up only on April 1.

Responsibility for violation of the procedure for maintaining military records Administrative liability is provided for violating the procedure for maintaining military records

Mistake

  • inform the military commissariats about the absence of marks in the passports of citizens of the Russian Federation about their attitude to military duty, about the missing marks found in military registration documents about military registration, unspecified corrections, inaccuracies and fakes, an incomplete number of sheets, as well as cases of non-fulfillment of duties by citizens in the field of military registration, mobilization training and mobilization for military commissars to make decisions on holding them accountable in accordance with applicable law;

In a situation where a potential employee of military age, when applying for a job, does not present documents of military registration, the employer can either refuse to hire or hire a citizen liable for military service, in which case the organization has an obligation in accordance with Art.

From June 1, the new passport must put

Based on the foregoing, the employer has the right not to hire a worker liable for military service who does not have military registration documents (a military ID or temporary certificate for those in the reserve or a certificate of a citizen subject to conscription for military service). In addition to the order, it is necessary to develop a work plan for the organization of military registration.

Its form is given in the Guidelines approved by the General Staff of the Armed Forces of the Russian Federation. Such a plan must also be agreed with the military commissariat, and subsequently such a procedure will need to be carried out annually (clause 37 of the Methodological recommendations approved by the General Staff of the Armed Forces of the Russian Federation).

Carrying out military registration

Our reference Mark of attitude to military service is a rectangular stamp 70x20 mm in size. The stamp indicates the attitude to military duty, depending on the gender of the person liable for military service, the date the stamp was made and the signature of the employee who made the stamp.

www.hr-portal.ru KEEP IN MIND By Decree of the Government of the Russian Federation of March 22, 2012 No. 228, the Ministry of Defense of the Russian Federation was instructed to determine the procedure for military registration of citizens (workers) at the place where they perform alternative civilian service. However, to date, such a procedure has not been approved Stage 1 Document verification Step 1 Receipt of military registration documents from the employee.

Mistake

After graduating from the institute, I went to work in the personnel department of a large organization as an HR inspector. Recently, the military registration inspector quit our job and I was offered to transfer to this position. They offered me in such a way that I could not refuse, although I had never done such work before. The resigning inspector told me something, I also read the job description, but somehow the order of work has not yet “decomposed on the shelves”.

Especially many questions arise when hiring new employees. How to put them on military registration? Who can not ask for military registration documents at all? And is it necessary to report to the military registration and enlistment office about hired employees? The duty to keep military records is assigned to each employer.

However, not all of them fulfill this duty.

If unspecified corrections, inaccuracies, fakes or an incomplete number of sheets are found in these documents, their owners are sent to the military commissariat of the municipality (municipalities) in which they are registered with the military or not, but are required to be registered with the military, for clarification military registration documents; d) inform the military commissariats about the absence of marks in the passports of citizens of the Russian Federation about their attitude to military duty, missing marks found in military registration documents on military registration, unspecified corrections, inaccuracies and fakes, an incomplete number of sheets, as well as cases of non-fulfillment by citizens duties in the field of military registration, mobilization training and mobilization for the military commissars to make decisions on holding them accountable in accordance with applicable law. Why before our military registration desk could not notice the absence of the seal of the military registration and enlistment office in the passport, and now, 10 years later, they suddenly came to their senses that I do not have a seal in my passport?

Everything is simple here, since the relevant recommendations were adopted in 2017.

and employees of the military registration desk, only after them “thought” about the need for such a notification, after which they received the appropriate instructions for action.

Tell me, please, if I now come to the military registration and enlistment office and ask for a stamp in my passport, will sanctions from the military registration and enlistment office be applied to me (fine or other penalty),

If you turn to the military commissariat now, nothing threatens you. No liability has been established in this case.

And by presenting your passport, you will be given a mark on your attitude to military registration.
