In accordance with Decree of the President of the Russian Federation of March 31, 2015 N 168 “On the Federal Agency for Nationalities Affairs”, the Government of the Russian Federation

decides:

1. Approve the attached Regulations on the Federal Agency for Nationalities.

2. Allow the Federal Agency for National Affairs to have up to 3 deputy heads, including one state secretary - deputy head, as well as in the structure of the central apparatus up to 4 departments in the main areas of the Agency’s activities within the established number and wage fund of employees.

3. The Ministry of Economic Development of the Russian Federation, together with the Federal Agency for National Affairs, shall submit, within 1 month, agreed proposals on the location of the Agency in Moscow.

I. General provisions

1. The Federal Agency for Nationalities Affairs (FADN of Russia) is a federal executive body that exercises the functions of:

on the development and implementation of state national policy, state policy in the field of social and cultural adaptation and integration of foreign citizens in the Russian Federation, as well as on legal regulation and provision of public services in the field of state national policy, social and cultural adaptation and integration of foreign citizens in Russian Federation;
(Paragraph as amended, put into effect on December 27, 2017 by Decree of the Government of the Russian Federation dated December 16, 2017 N 1569.

to implement measures aimed at strengthening the unity of the multinational people of the Russian Federation (Russian nation), ensuring interethnic harmony, ethnocultural development of the peoples of the Russian Federation, protecting the rights of national minorities and indigenous peoples of the Russian Federation;

on interaction with national-cultural autonomies, Cossack societies and other institutions of civil society;

on the development and implementation of state and federal target programs in the field of interethnic relations;

to monitor the implementation of state national policy;

on the implementation of state monitoring in the field of interethnic and interfaith relations;

on the prevention of any forms of discrimination based on race, nationality, religion or language;

to prevent attempts to incite racial, national and religious hatred, hatred or enmity.

2. The activities of the Federal Agency for National Affairs are managed by the Government of the Russian Federation.

3. The Federal Agency for Nationalities Affairs in its activities is guided by federal constitutional laws, federal laws, acts of the President of the Russian Federation and the Government of the Russian Federation, international treaties of the Russian Federation, as well as these Regulations.

4. The Federal Agency for National Affairs carries out its activities directly, as well as through subordinate organizations in interaction with other federal executive authorities, executive authorities of constituent entities of the Russian Federation, local government bodies, public associations and other organizations.

II. Authority

5. The Federal Agency for National Affairs exercises the following powers in the established field of activity:

5.1. submits to the Government of the Russian Federation draft federal laws, regulatory legal acts of the President of the Russian Federation and the Government of the Russian Federation and other documents that require a decision from the Government of the Russian Federation on issues related to the established scope of the Agency’s activities, as well as a draft work plan and forecast performance indicators Agencies;

5.2. on the basis of and in pursuance of federal constitutional laws, federal laws, acts of the President of the Russian Federation and the Government of the Russian Federation, independently adopts:

5.2.1. regulations on territories of traditional natural resource use of federal significance;

5.2.2. regulatory legal acts on other issues in the established field of activity of the Agency, with the exception of issues whose legal regulation in accordance with the Constitution of the Russian Federation, federal constitutional laws, federal laws, acts of the President of the Russian Federation and the Government of the Russian Federation is carried out exclusively by federal constitutional laws, federal laws, regulatory legal acts of the President of the Russian Federation and the Government of the Russian Federation;

5.3. approves the charters of district (separate) Cossack societies operating in the territories of 2 or more constituent entities of the Russian Federation, and military Cossack societies operating in the territories of 2 or more constituent entities of the Russian Federation or in the territory of one constituent entity of the Russian Federation, which was formed as a result of the merger of 2 and more subjects of the Russian Federation;

5.4. carries out state monitoring and analysis:

5.4.1. implementation of state national policy;

5.4.2. the state of interethnic and interfaith relations, strengthening the unity of the multinational people of the Russian Federation (Russian nation), ensuring interethnic harmony;

5.4.3. ethnocultural development of the peoples of the Russian Federation and the implementation of the ethnocultural needs of citizens belonging to various ethnic communities of Russia;

5.4.4. protection of the rights of national minorities and indigenous peoples of the Russian Federation;

5.4.5. the effectiveness of the exercise of powers by state authorities of the constituent entities of the Russian Federation, local self-government bodies and their officials in the sphere of implementation of state national policy;

5.5. organizes the development of federal target programs, including regional and territorial development programs, scientific, technical and innovative programs and projects, carries out the functions of a state customer (customer-coordinator) of such programs and projects in the established field of activity;

5.6. carries out the development and implementation of programs and activities in the field of state policy of the Russian Federation in relation to the Russian Cossacks;

5.7. carries out the development and implementation of activities in the field of state national policy;

5.8. conducts an analysis of the effectiveness of the use of state support funds in the implementation of state national policy by the constituent entities of the Russian Federation and municipalities, including the impact of federal target programs, subsidies and other interbudgetary transfers provided from the federal budget to the budgets of the constituent entities of the Russian Federation on socio-economic and ethnocultural development regions of the Russian Federation;

5.9. provides information support for the implementation of state national policy;

5.10. exercises control over the implementation of the Strategy of the state national policy of the Russian Federation for the period until 2025;

5.11. provides methodological support for the activities of executive authorities of the constituent entities of the Russian Federation and local governments in the established field of activity, including the development of regional strategic documents, action plans and regional programs in the implementation of state national policy;

5.12. provides methodological assistance to executive authorities of the constituent entities of the Russian Federation and local governments in the prevention of interethnic (interethnic) conflicts and ensuring interethnic harmony;

5.13. participates in assessing the effectiveness of the activities of state authorities of the constituent entities of the Russian Federation and local governments in preventing national and religious extremism;

5.14. carries out, in accordance with the legislation of the Russian Federation, the functions of the authorized federal executive body for interaction with Cossack societies;

5.15. carries out, in agreement with the Heraldic Council under the President of the Russian Federation, the preparation of proposals for improving the uniform (the order of its wearing) and insignia of members of Cossack societies included in the state register of Cossack societies in the Russian Federation;

5.16. interacts with national-cultural autonomies and other institutions of civil society;

5.17. provides support to socially oriented non-profit organizations operating in the field of development of interethnic cooperation, preservation and protection of the identity, culture, languages ​​and traditions of the peoples of the Russian Federation, social and cultural adaptation and integration of migrants, as well as maintaining a register of socially oriented non-profit organizations - recipients of support in the established sphere;

5.18. conducts an analysis of the Russian Federation's implementation of international obligations adopted in accordance with multilateral legal acts relating to the elimination of racial discrimination, protection of the rights of national minorities and indigenous peoples, and prepares draft national reports of the Russian Federation in this area;

5.19. informs the population about the formation of territories of traditional natural resource use of federal significance;

5.20. organizes scientific and scientific-practical, including sociological, research in the field of state national policy, including on issues of countering national and religious extremism;

5.21. provides methodological support for professional retraining and advanced training of specialists in the established field of activity of the Agency;

5.22. exercises the powers of the owner in relation to federal property necessary to ensure the performance of functions in the established field of activity, including in relation to property transferred to organizations subordinate to the Agency;

5.23. carries out the development and maintenance of information systems and databases in the established field of activity, including those providing for interdepartmental data exchange;

5.24. on the basis and in the manner established by federal laws, acts of the President of the Russian Federation and the Government of the Russian Federation, the Agency carries out the following functions for managing state property in the established field of activity:

5.24.1. procurement of goods, works, services in the established field of activity in accordance with the legislation of the Russian Federation and other regulatory legal acts on the contract system in the field of procurement of goods, works, services to meet state and municipal needs;

5.24.2. in the manner and within the limits established by federal laws, acts of the President of the Russian Federation and the Government of the Russian Federation, the powers of the owner in relation to federal property necessary to ensure the performance of the functions of the federal government body in the established field of activity, including property transferred to federal state unitary enterprises and federal government agencies subordinate to the Agency;

5.24.3. economic analysis of the activities of subordinate state unitary enterprises and approval of economic indicators of their activities, carrying out inspections of financial and economic activities and use of the property complex in subordinate organizations;

5.24.4. functions of the state customer of federal target, scientific, technical and innovative programs and projects;

5.24.5. other functions for managing state property in the established field of activity, if such functions are provided for by federal laws, regulatory legal acts of the President of the Russian Federation or the Government of the Russian Federation;

5.25. interacts in the prescribed manner with government bodies of foreign states and international organizations, including representing, on behalf of the Government of the Russian Federation, the interests of the Russian Federation in international organizations in the established field of activity;

5.26. organizes the reception of citizens, ensures timely and complete consideration of oral and written requests from citizens, makes decisions on them and sends responses to applicants within the period established by the legislation of the Russian Federation;

5.27. ensures, within its competence, the protection of information constituting state secrets;

5.28. provides mobilization preparation and mobilization of the Agency, as well as control and coordination of the activities of subordinate organizations for their mobilization preparation and mobilization;

5.29. organizes and conducts civil defense in the Agency;

5.30. organizes additional professional education for Agency employees;

5.31. carries out, in accordance with the legislation of the Russian Federation, work on the acquisition, storage, recording and use of archival documents generated in the course of the Agency’s activities;

5.32. organizes congresses, conferences, seminars, exhibitions and other events in the established field of activity;

5.33. carries out the functions of the main manager and recipient of federal budget funds allocated for the maintenance of the Agency and the implementation of the functions assigned to it.

6. In order to exercise powers in the established field of activity, the Federal Agency for National Affairs has the right:

6.1. request and receive, in the prescribed manner, information necessary for making decisions on issues within the competence of the Agency;

6.2. provide legal entities and individuals with explanations on issues within the competence of the Agency;

6.3. involve, in the prescribed manner, scientific and other organizations, scientists and specialists to study issues within the scope of the Agency’s activities;

6.4. create coordination, advisory and expert bodies (councils, commissions, groups, collegiums), including interdepartmental ones, in the established field of activity;

6.5. establish, in accordance with the established procedure, print media for the publication of official announcements and other materials on issues within the competence of the Agency.

III. Organization of activities

7. The Federal Agency for National Affairs is headed by a director appointed and dismissed by the Government of the Russian Federation.

The head of the Agency is personally responsible for the implementation of the tasks assigned to the Agency and the exercise of its powers.

The head of the Agency has deputies who are appointed and dismissed by the Government of the Russian Federation on the proposal of the head of the Agency.

The number of deputy heads of the Agency is established by the Government of the Russian Federation.

8. The structural divisions of the Federal Agency for National Affairs are the departments for the main areas of the Agency’s activities. The directorates include departments.

9. Head of the Federal Agency for Nationalities Affairs:

9.1. distributes responsibilities between his deputies and heads of structural divisions;

9.2. submits to the Government of the Russian Federation:

9.2.1. draft regulations on the Agency;

9.2.2. proposals on the maximum number and wage fund of Agency employees;

9.2.3. proposals for candidates for the positions of deputy heads of the Agency;

9.2.4. the annual plan and forecast indicators of the Agency’s activities, as well as a report on its activities;

9.3. approves regulations on the structural divisions of the Agency;

9.4. appoints and dismisses Agency employees, concludes and terminates service contracts (employment contracts) with them, makes changes to these contracts (agreements);

9.5. resolves, in accordance with the legislation of the Russian Federation on public service, issues related to the performance of federal public service in the Agency;

9.6. approves the structure and staffing of the Agency within the limits of the wage fund and the number of employees established by the Government of the Russian Federation, the cost estimate for maintaining the apparatus within the budget allocations provided for in the federal budget for the corresponding financial year and planning period;

9.7. submits proposals to the Ministry of Finance of the Russian Federation on the formation of a draft federal budget in terms of financial support for the performance of the Agency’s functions;

9.8. submits to the Government of the Russian Federation in the prescribed manner proposals for the creation, reorganization and liquidation of organizations subordinate to the Agency;

9.9. submits, in the prescribed manner, Agency employees and other persons carrying out activities in the established field for the conferment of honorary titles and state awards of the Russian Federation, the Certificate of Honor of the President of the Russian Federation, for encouragement in the form of a declaration of gratitude to them from the President of the Russian Federation, and also applies other types of incentives ;

9.10. establishes, in the manner established by the regulatory legal acts of the Russian Federation, a departmental insignia giving the right to confer the title “Veteran of Labor” and other departmental awards and awards them to employees of the Agency, subordinate organizations, as well as other persons operating in the established field, approves provisions on these badges and awards, as well as their descriptions;

9.11. on the basis and in pursuance of the Constitution of the Russian Federation, federal constitutional laws, federal laws, acts of the President of the Russian Federation and the Government of the Russian Federation, issues orders on issues within the competence of the Agency, as well as on issues of internal organization of the Agency’s work.

10. The Federal Agency for Nationalities Affairs is a legal entity, has a seal with the image of the State Emblem of the Russian Federation and with its name, other seals, stamps and forms of the established form, as well as accounts opened in accordance with the legislation of the Russian Federation.

The Federal Agency for Nationalities Affairs has the right to have an emblem, flag and pennant established by the Agency in agreement with the Heraldic Council under the President of the Russian Federation.

11. The location of the Federal Agency for Nationalities Affairs is Moscow.

The government has submitted to the State Duma a bill on changes in the legal regulation of certain issues of the civil service of the Russian Cossacks Order No. 1325-r dated June 19, 2019. At the same time, the procedure for appointing and dismissing the ataman of the All-Russian Cossack Society, the procedure for coordinating and approving the charters and atamans of Cossack societies are not legally defined. In order to eliminate gaps in the legal regulation of the civil service of the Russian Cossacks, the bill proposes to give the President of Russia the authority to determine the procedure for coordinating and approving the charters of Cossack societies, atamans of military Cossack societies, the appointment and dismissal of the ataman of the All-Russian Cossack society. It is proposed to give the FADN of Russia the authority to determine the procedure for approving atamans of Cossack societies (except for military and all-Russian ones) created or operating within the territory in which another Cossack society operates.

5.3. approves the charters of district (separate) Cossack societies operating in the territories of 2 or more constituent entities of the Russian Federation, and military Cossack societies operating in the territories of 2 or more constituent entities of the Russian Federation or in the territory of one constituent entity of the Russian Federation, which was formed as a result of the merger of 2 and more subjects of the Russian Federation;

5.4. carries out state monitoring and analysis:

5.4.1. implementation of state national policy;

5.4.2. the state of interethnic and interfaith relations, strengthening the unity of the multinational people of the Russian Federation (Russian nation), ensuring interethnic harmony;

5.4.3. ethnocultural development of the peoples of the Russian Federation and the implementation of the ethnocultural needs of citizens belonging to various ethnic communities of Russia;

5.4.4. protection of the rights of national minorities and indigenous peoples of the Russian Federation;

5.4.5. the effectiveness of the exercise of powers by state authorities of the constituent entities of the Russian Federation, local self-government bodies and their officials in the sphere of implementation of state national policy;

5.5. organizes the development of federal target programs, including regional and territorial development programs, scientific, technical and innovative programs and projects, carries out the functions of a state customer (customer-coordinator) of such programs and projects in the established field of activity;

5.6. carries out the development and implementation of programs and activities in the field of state policy of the Russian Federation in relation to the Russian Cossacks;

5.7. carries out the development and implementation of activities in the field of state national policy;

5.8. conducts an analysis of the effectiveness of the use of state support funds in the implementation of state national policy by the constituent entities of the Russian Federation and municipalities, including the impact of federal target programs, subsidies and other interbudgetary transfers provided from the federal budget to the budgets of the constituent entities of the Russian Federation on socio-economic and ethnocultural development regions of the Russian Federation;

5.9. provides information support for the implementation of state national policy;

5.10. exercises control over the implementation of the Strategy of the state national policy of the Russian Federation for the period until 2025;

5.11. provides methodological support for the activities of executive authorities of the constituent entities of the Russian Federation and local governments in the established field of activity, including the development of regional strategic documents, action plans and regional programs in the implementation of state national policy;

5.12. provides methodological assistance to executive authorities of the constituent entities of the Russian Federation and local governments in the prevention of interethnic (interethnic) conflicts and ensuring interethnic harmony;

5.13. participates in assessing the effectiveness of the activities of state authorities of the constituent entities of the Russian Federation and local governments in preventing national and religious extremism;

5.14. carries out, in accordance with the legislation of the Russian Federation, the functions of the authorized federal executive body for interaction with Cossack societies;

5.15. carries out, in agreement with the Heraldic Council under the President of the Russian Federation, the preparation of proposals for improving the uniform (the order of its wearing) and insignia of members of Cossack societies included in the state register of Cossack societies in the Russian Federation;

5.16. interacts with national-cultural autonomies and other institutions of civil society;

5.17. provides support to socially oriented non-profit organizations operating in the field of development of interethnic cooperation, preservation and protection of the identity, culture, languages ​​and traditions of the peoples of the Russian Federation, social and cultural adaptation and integration of migrants, as well as maintaining a register of socially oriented non-profit organizations - recipients of support in the established sphere;

5.18. conducts an analysis of the Russian Federation's implementation of international obligations adopted in accordance with multilateral legal acts relating to the elimination of racial discrimination, protection of the rights of national minorities and indigenous peoples, and prepares draft national reports of the Russian Federation in this area;

5.19. informs the population about the formation of territories of traditional natural resource use of federal significance;

5.20. organizes scientific and scientific-practical, including sociological, research in the field of state national policy, including on issues of countering national and religious extremism;

5.21. provides methodological support for professional retraining and advanced training of specialists in the established field of activity of the Agency;

5.22. exercises the powers of the owner in relation to federal property necessary to ensure the performance of functions in the established field of activity, including in relation to property transferred to organizations subordinate to the Agency;

5.23. carries out the development and maintenance of information systems and databases in the established field of activity, including those providing for interdepartmental data exchange;

5.24. on the basis and in the manner established by federal laws, acts of the President of the Russian Federation and the Government of the Russian Federation, the Agency carries out the following functions for managing state property in the established field of activity:

5.24.1. procurement of goods, works, services in the established field of activity in accordance with the legislation of the Russian Federation and other regulatory legal acts on the contract system in the field of procurement of goods, works, services to meet state and municipal needs;

5.24.2. in the manner and within the limits established by federal laws, acts of the President of the Russian Federation and the Government of the Russian Federation, the powers of the owner in relation to federal property necessary to ensure the performance of the functions of the federal government body in the established field of activity, including property transferred to federal state unitary enterprises and federal government agencies subordinate to the Agency;

5.24.3. economic analysis of the activities of subordinate state unitary enterprises and approval of economic indicators of their activities, carrying out inspections of financial and economic activities and use of the property complex in subordinate organizations;

5.24.4. functions of the state customer of federal target, scientific, technical and innovative programs and projects;

5.24.5. other functions for managing state property in the established field of activity, if such functions are provided for by federal laws, regulatory legal acts of the President of the Russian Federation or the Government of the Russian Federation;

5.25. interacts in the prescribed manner with government bodies of foreign states and international organizations, including representing, on behalf of the Government of the Russian Federation, the interests of the Russian Federation in international organizations in the established field of activity;

5.26. organizes the reception of citizens, ensures timely and complete consideration of oral and written requests from citizens, makes decisions on them and sends responses to applicants within the period established by the legislation of the Russian Federation;

5.28. provides mobilization preparation and mobilization of the Agency, as well as control and coordination of the activities of subordinate organizations for their mobilization preparation and mobilization;

5.30. organizes additional professional education for Agency employees;

5.31. carries out, in accordance with the legislation of the Russian Federation, work on the acquisition, storage, recording and use of archival documents generated in the course of the Agency’s activities;

5.32. organizes congresses, conferences, seminars, exhibitions and other events in the established field of activity;

5.33. carries out the functions of the main manager and recipient of federal budget funds allocated for the maintenance of the Agency and the implementation of the functions assigned to it.

6. In order to exercise powers in the established field of activity, the Federal Agency for National Affairs has the right:

6.1. request and receive, in the prescribed manner, information necessary for making decisions on issues within the competence of the Agency;

6.2. provide legal entities and individuals with explanations on issues within the competence of the Agency;

6.3. involve, in the prescribed manner, scientific and other organizations, scientists and specialists to study issues within the scope of the Agency’s activities;

6.4. create coordination, advisory and expert bodies (councils, commissions, groups, collegiums), including interdepartmental ones, in the established field of activity;

6.5. establish, in accordance with the established procedure, print media for the publication of official announcements and other materials on issues within the competence of the Agency.

III. Organization of activities

7. The Federal Agency for National Affairs is headed by a director appointed and dismissed by the Government of the Russian Federation.

The head of the Agency is personally responsible for the implementation of the tasks assigned to the Agency and the exercise of its powers.

The head of the Agency has deputies who are appointed and dismissed by the Government of the Russian Federation on the proposal of the head of the Agency.

The number of deputy heads of the Agency is established by the Government of the Russian Federation.

8. The structural divisions of the Federal Agency for National Affairs are the departments for the main areas of the Agency’s activities. The directorates include departments.

9.5. resolves, in accordance with the legislation of the Russian Federation on public service, issues related to the performance of federal public service in the Agency;

9.6. approves the structure and staffing of the Agency within the limits of the wage fund and the number of employees established by the Government of the Russian Federation, the cost estimate for maintaining the apparatus within the budget allocations provided for in the federal budget for the corresponding financial year and planning period;

9.7. submits proposals to the Ministry of Finance of the Russian Federation on the formation of a draft federal budget in terms of financial support for the performance of the Agency’s functions;

9.8. submits to the Government of the Russian Federation in the prescribed manner proposals for the creation, reorganization and liquidation of organizations subordinate to the Agency;

9.9. submits, in the prescribed manner, Agency employees and other persons carrying out activities in the established field for the conferment of honorary titles and state awards of the Russian Federation, the Certificate of Honor of the President of the Russian Federation, for encouragement in the form of a declaration of gratitude to them from the President of the Russian Federation, and also applies other types of incentives ;

9.10. establishes, in the manner established by the regulatory legal acts of the Russian Federation, a departmental insignia giving the right to confer the title “Veteran of Labor” and other departmental awards and awards them to employees of the Agency, subordinate organizations, as well as other persons operating in the established field, approves provisions on these badges and awards, as well as their descriptions;

9.11. on the basis and in pursuance of the Constitution of the Russian Federation, federal constitutional laws, federal laws, acts of the President of the Russian Federation and the Government of the Russian Federation, issues orders on issues within the competence of the Agency, as well as on issues of the internal organization of the Agency’s work.

10. The Federal Agency for Nationalities Affairs is a legal entity, has a seal with the image of the State Emblem of the Russian Federation and with its name, other seals, stamps and forms of the established form, as well as accounts opened in accordance with the legislation of the Russian Federation.

The Federal Agency for Nationalities Affairs has the right to have an emblem, flag and pennant established by the Agency in agreement with the Heraldic Council under the President of the Russian Federation.

11. The location of the Federal Agency for Nationalities Affairs is Moscow.

On March 31, the decree “On the Federal Agency for Nationalities Affairs” came into force, according to which a new structure is created; its tasks include the development and implementation of state national policy, the implementation of measures aimed at strengthening the unity of the multinational people of the Russian Federation (Russian nation), ensuring interethnic harmony, the ethnocultural development of peoples, protecting the rights of national minorities and indigenous peoples, and much more. The federal agency should take over some of the functions previously administered by the Ministry of Culture and the Ministry of Justice. It will be engaged in the development and implementation of programs in the field of interethnic relations, monitoring the implementation of state national policy, preventing any forms of discrimination based on race, nationality, religion or language, and preventing attempts to incite hatred, hatred or enmity. Is such a structure necessary in the Russian federal authorities?

– It is naive to believe that problems of interethnic relations can be solved by creating an appropriate department. Already created, and more than once. Did you manage to solve at least one problem? No, not one. Departmental officials do not solve problems; at best, they sweep them under the rug. Create the appearance of a solution. Not because officials are stupid or incompetent - it is impossible in a large multinational state to solve such serious issues by creating specialized departments. A departmental official can write progress reports, but he cannot turn the river back. We need a completely different approach - real federalization of the country instead of fairy tales about federalism. We need to understand that territorial and national problems are key to the existence of Russia as a state. And from year to year we see an exacerbation of interethnic problems.

Sergey Markov, political scientist:

– The fact that the Agency for National Affairs was recreated is correct. And the important thing is that it was Barinov who was entrusted to head the agency. An officer who fought in Chechnya, was a State Duma deputy. Patriot. Look who dealt with the national issue before Barinov - they were all people from the North Caucasus. I have nothing against them, but in their positions they were exclusively concerned with protecting national minorities, forgetting about the majority. It is also important to protect minorities, but it is even more important to protect the interests of the Russian majority. Unfortunately, this is a real problem today – especially in national regions. The interests of nations and nationalities are protected by national diasporas, but Russians in Russia do not and cannot have a diaspora. And the Russians find themselves in a humiliated state. And the tension from dissatisfaction with their position among the Russian ethnic majority is spreading throughout the entire system of interethnic relations. I believe that Barinov will be able to turn the situation around.

Konstantin KRYLOV, editor-in-chief of the journal “Questions of Nationalism”:

– This will be another structure to protect the interests of national minorities, which are already well protected. Our state has been stubbornly fighting corruption for many years, but the result is just the opposite. It’s better not to let the state get involved in national affairs. The state must withdraw from the sphere of interethnic relations. But before leaving, it must equalize the rights of peoples - allow Russians to create national-cultural autonomies and so on. The government must deal with what we really have a lot of problems with - the economy, the social sphere, and so on.

Dmitry ORLOV, General Director of the Agency for Political and Economic Communications:

– The creation of the Federal Agency for National Affairs is a response to the obvious request to remove the conflict background. We are seeing everyday and more significant conflicts in a number of territories. Now the main task is to build a system to counter these conflicts, which is what the federal agency will do. The request matured quite a long time ago both within society and in bureaucratic structures - almost immediately after the liquidation of the Ministry of Nationalities. Our country is multinational, and there are ongoing problems related to ethnic violence. It is obvious that the migration department is not able to solve these problems.
